In a recent announcement on March 27, 2023, IRCC minister Sean Fraser confirmed plans to introduce a new immigration pathway connecting skilled refugees and displaced persons with Canadian employers.
The new immigration pathway will operate under the federal Economic Mobility Pathways Pilot (EMPP) that started in 2018. The new Federal immigration pathway aims to connect skilled refugees and displaced persons meeting economic eligibility criteria with employers. It will help employers fill up job vacancies in critical occupations. The EMPP pathway will open this summer, enabling eligible candidates to resume their careers and lives with families in Canada’s safe environment.

NGO partners across Canada can help displaced individuals and skilled refugees connect with employers through the Economic Pathway Pilot program.

These seven NGOs conduct job fairs in collaboration with provinces and territories, connecting employers with skilled candidates. The EMPP candidates can apply through a regional economic immigration program after receiving a job offer.
Immigration, Refugees, and Citizenship Canada (IRCC) will scrutinize the application after getting approval from the community and province to grant permanent residence to the EMPP candidates.
IRCC will ensure that the application processing time will be six months, which is on par with the Express Entry selection process. It will involve standard eligibility requirements to facilitate the smooth processing of the applications.
Canada aims to welcome over 2,000 skilled refugees through the new immigration pathway helping Canadian employers fill vacant positions in critical areas.
